The primary difference between Moodle and Totara is that Moodle was developed as a Learning Management System for educators to create elearning content with a focus on collaboration and continuous education.
Totara began its life as a customised distribution of Moodle, specifically designed for enterprise, business, and government with additional features related specifically to corporations. The majority of differences are in hierarchy, assignment of courses, competencies, program management, reporting and other features that have the potential to improve internal management of staff learning and development.
In 2016, Totara made the announcement that it would no longer remain in lockstep with Moodle and the two open source learning technologies ‘forked’ resulting in a shift from its Moodle foundations.
